The ruling Umbrella for Democratic Change (UDC) is beginning to make its presence felt albeit gradually within politically appointed boards.
This shift has not been without controversy. Last Friday, Kweneng Land Board Chairperson and President of the Botswana Tribal Land Authority (BATLA), Kgang Kgang, was suspended for alleged abuse of office pending investigations. Whilst the UDC holds power, many key political appointments remain in the hands of Botswana Democratic Party (BDP) members, a lingering frustration for the ruling party and its supporters. Most of these appointments are set to expire by the end of this year or the next, leaving the UDC eager to establish its authority.
Confirming the suspension, Kgang told The Monitor on Monday: “It's true, I received my suspension letter on Friday.” According to him, the letter lacked substantial details and he understands it stems from a complaint by one community. He expressed surprise noting, “It's shocking that the community is complaining about me when I have never received any complaints from them.”
Kgang further remarked that it appears the ruling party doesn't fully trust appointees like himself. “It's important that I allow them an opportunity to investigate. I don’t want to meddle or interfere with their investigations. I'm still waiting to be informed about the allegations,” he added. Regarding the community's complaints, Kgang clarified that the Gabane community, which reportedly raised concerns, had never approached him directly. He explained that their issue involves compensation in kind for plots, a matter handled by officers and not within his jurisdiction. He expressed dismay that the community escalated the issue to the relevant minister without consulting him first.
Moreover, Kgang revealed suspicions of individuals within the community working against him to orchestrate his removal. Meanwhile, sources indicate that the UDC is keen to gain control of land boards, which are currently dominated by BDP members. When contacted, Minister of Lands and Agriculture Micus Chimbombi refrained from commenting in detail stating, “I can't comment on internal issues as investigations are ongoing. Investigations can clear a person or they may not.” This unfolding scenario highlights the power struggle between the UDC and the remnants of BDP influence, particularly in politically sensitive institutions like land boards. However, some believe Kgang’s suspension is politically motivated.
