Saleshando Snr claims NYD selection is discriminatory

Member of Parliament for Selibe-Phikwe West Gilson Saleshando has accused Minister of Local Government (MLG), Peter Siele of supporting discrimination, sanctioned by the Constitution, in the use of electoral colleges to elect members of Ntlo Ya Dikgosi from some tribes.

The former Botswana Congress Party (BCP) president said Siele is afraid to admit that there is discrimination, though there is. He asked the minister if there will be a time when members of Ntlo Ya Dikgosi from the eight "major" tribes will ever be selected through the electoral system, and Dikgosi from other tribes be selected on the basis of their positions.

Answering a question from Okavango Member of Parliament Bagalatia Arone, Siele had said that the use of Electoral College to elect Members of Ntlo Ya Dikgosi is not discriminatory.  He said a Constitution Amendment of 2005 introduced the Electoral College system in order to increase and enhance representation of tribes, other than the eight "major" ones, in the Ntlo Ya Dikgosi. Sections 78(3) and (4) of the Constitution establishes 20 regions and a regional electoral college for each region composed of paid Dikgosana who select members of the House. The regions are listed in the Schedule to the constitution," Siele said.
