MOCHUDI: The question of the democracy or otherwise of the kgotla system has always been pondered by both its critics and supporters. Dissenting voices are rarely welcomed openly.

The critics would tell you, the system is skewed against dissenters such that in most cases, one would prefer to keep quiet than risk being intimidated.
