It is with honour and privilege that I rise in this august house as Leader of the Umbrella for Democratic Change (UDC) in Parliament to respond to the budget speech that was presented by Hon. Matambo on February 3, 2014.

Allow me at this juncture to echo the sentiments made by Leader of the Opposition Hon. Dumelang Saleshando that it is indeed disappointing to have had Hon. Hobona being sown in as a new member of Parliament without the presence of His Excellency the President of the Republic of Botswana. To add salt to injury the President is said to have been waiting at the Speakers office for the ceremony to pass before he came in. This is political intolerance of the first order and must be condemned in the strongest words possible. This is unacceptable in a democracy such as ours.
