The outcome of the much-publicised visit to Zimbabwe by the SADC Panel of Elders is being kept under wraps. The panel was headed by Charles Tibone, former Labour Minister and Tati West legislator, who replaced the panel leader and former Tanzanian president Jakaya Kikwete at the last minute.
