Uganda Lake Albert boat disaster 'killed 251 refugees'

This is a sharp increase on the initial death toll, partly a result of the vessel carrying many more passengers than the official capacity of 80.
The boat was taking Congolese refugees in Uganda back to their home country.
Acting Agriculture Minister, Edwin Dikoloti, is right in saying opening an export-ready facility whilst Foot and Mouth Disease (FMD) is still spreading would risk getting the whole country blacklisted before a single carcass leaves the door.A ban like that would break the already stressed nation.
