UN rights council worried over Dikgosi, Kgotla system

The ongoing United Nations (UN) human rights council, which is expected to be concluded March 24 in Geneva, has expressed reservations about Botswana’s kgotla system and the dikgosi’s capacity to decide cases and arbitrate, further questioning their training.

The UN Special Rapporteur, Farida Shaheed, who spent some time in the country in 2014 making these observations, made these recommendations.

She and her team noted that some groups, which have requested to be recognised as tribes under the Bogosi Act of 2008 such as the Wayeyi, still await the decision. She further said the kgotla system should accommodate all tribes including those who do not subscribe to it.
