LOBATSE: Minister of Labour and Home Affairs, Peter Siele, is the one who ordered the 2009 de-registration of Botswana Federation of Public Employees Organisations (BOFEPUSO) a year after it was registered, the High Court heard on Thursday.

"The de-registration was dictated by Honourable Minister of Labour and Home Affairs, Peter Siele.  The decision by the Registrar of Trade Unions was not made within reasonable time," argued Tshiamo Rantao representing the organisation.  BOFEPUSO is suing the Attorney General Chambers and the registrar of trade unions for de-registering it.

Rantao said that prior to issuance of the certificate, on August 8, there was a meeting chaired by Commissioner of Labour in August 2008 when the issue on non-compliance with Regulation 13 was raised.  BOFEPUSO was registered on August 12, 2008 after a series of meetings on what procedures to follow in the establishment of a public employees federation.  "One would have thought that this represented the end of debate on the issue of whether there was need for compliance with regulation 13," he argued.
