The powers of the Minister under the BTO Act are limited to the following:

Following the advice of the Board, to change, review or formulate tourism-related policies and strategies where necessary; following investigations by the Board on any matter that may have a negative effect on the tourism industry, act on the recommendations of the Board in that regard; give the Board written directions, of a general or specific nature, regarding the exercise of its powers and the performance of its functions under the Act; appointment of Board members; concurrence in the appointment of the Board Secretary and the setting of the conditions of service; determination of appeals to him in respect of the grading or refusal to re-grade or amending the grading of a tourist enterprise; the making of regulations for the implementation of the Act.

The powers of the Minister under the Air Botswana Act are limited to the following: the appointment of the Board of Management; directing the Board to appoint an advisor to attend a Board meeting if the Minister thinks fit; awarding Air Botswana an exclusive concession as the national air carrier for the operation of a scheduled domestic and international air transport services for such period as he shall determine; after consultation with the Board, giving Air Botswana such directions of a general or specific character as to the exercise and performance of its powers in fulfilling its mandate under the Act; being  consulted by Air Botswana prior to its payment of dividends to the Government; being  consulted by Air Botswana prior to its prescribing tariffs at which it provides air transport services; being  consulted prior to the borrowing of such sums of money as the Corporation shall require; laying before the National Assembly  the Auditor-General’s or the appointed auditor’s report and a copy of the audited accounts; prescribing  the manner in which a comprehensive report on the Corporations, the auditor’s report and the audited accounts are to be published;  requiring  the Corporation to provide him with estimates of the Corporation’s future revenue and expenditure, and with such other information relating to its activities and operations, including books of accounts, records, documents and agreements relating to the air transport services operated by the Corporation;  making   regulations for the implementation of the Act.
