PAC questions quota for citizenship approvals

The Public Accounts Committee (PAC) has questioned the rationale of a quota system used to award Botswana citizenship to foreigners. The committee views the quota as unfair and unnecessary. Only 200 applicants are considered for citizenship per year.

When examining the books of the Ministry of Labour and Home Affairs, committee member Samson Moyo Guma said he does not see the basis and relevance of the quota. He said some people have been denied citizenship even though they qualify. He said the quota gives the impression that Botswana is reluctant to grant citizenship to foreigners, some of whom have contributed immensely to the growth of the country.

“What is the basis of the 200 quota and its relevance? America is a state of immigrants but look how much the country has grown economically. It would appear that we are reluctant to grant citizenship to these people. For our economy to grow we need their skills here,” argued Guma.
