In a move that threatens to worsen labour relations in the country, the minister of Labour and Home Affairs tabled a paper proposing amendment to the Trade Dispute Act this week. At the centre of the proposed amendment bill is a clause that designates essential services. It would empower the minister to declare a service that is not essential, essential when workers absent themselves during a lengthy strike that may endanger the lives, safety or health of citizens. The Botswana Federation of Public Sector Union (BOFEPUSU) has expressed displeasure at minister Edwin Batshu’s ‘sneaky’ move to table the amendment bill in Parliament before their concerns are addressed.

BOFEPUSU deputy secretary general, Ketlhalefile Motshegwa said that they realised the minister intended to table the bill last year, but they approached him raising their concerns with certain clauses.
