Govt overrides bargaining council

Public sector unions are worried about the independence of the newly operational Public Service Bargaining Council (PSBC) after the director of the Directorate of Public Service Management (DPSM), Carter Morupisi contravened Negotiation Rules and Procedures of the Council.

Morupisi made statements on national television, Btv and national radio stations about the deadlocked negotiations on Thursday - what the labour movement see as  meddling with the independence of the Council.They say no one except the PSBC secretariat has any powers to make public statements about negotiations or any PSBC business.

At a press conference held at the Botswana Federation of Public Sector Unions (BOFEPUSU) premises on Friday, chairperson for the union party at the PSBC, Tobokani Rari, said Morupisi's decision to go on live television about the issue was uncalled for.  That the director went on to rebuke a press release announcing the deadlock, authored by the council secretariat is an indication that the government party does not respect the PSBC autonomy according to BOFEPUSU.
