The Deputy Permanent Secretary at the MoESD, Theophilus Mooko, said the board had maintained at consultative meetings recently that it would not be part of the brigade takeover.  Asked to elaborate, Mooko said the decision meant the ministry would only sponsor the current batch of students to completion of its studies.
