Employees sue Local Govt ministry

Education secretaries under the Ministry of Local Government and Rural Development have taken the government and the Director of Public Service Management (DPSM) to court over non-implementation of a directive intended to close gaps in the public service pay structure.

Led by Emmanuel Swapo, the 24 applicants, who are education secretaries under various grades in the Ministry, allege that they have been prejudiced by the non-implementation of a 2008 directive, as their posts have not been properly graded.

According to the applicants, a directive issued on November 21, 2008 by the Permanent Secretary to the President (PSP) for “grading of posts of Heads of Department and the closing of gaps that exist in the Public Service pay structure” is still pending.
