Bureaucracy drags incestuous father�s appeal

FRANCISTOWN: A former headman at Masunga village who fathered a child with his biological daughter will spend more time in jail after his bail pending appeal hearing was delayed again.

This follows failure by social welfare officials at the Francistown City Council (FCC) to submit an assessment report before the court. The 69-year-old man, who cannot be named to protect the daughter, was sentenced to six years in jail for the offence last year. Last month Justice Phadi Solomon ruled that the social welfare officers at the FCC should prepare an assessment report the implications of granting him bail.

The disappointed Justice Solomon said that it was unfortunate that her order was not followed and then ruled that it should be hand delivered to the FCC by end of business yesterday.
