The sub district chairman, Ishmael Legwaila, has indicated that people in the Bobirwa region survive by cattle farming, so the impact of the outbreak rendered them impoverished. He said they tried to pursue the issue of 'special dispensation' with the minister.

He said though they appreciate the government efforts to supply the area with two tractors in the last ploughing season they were not enough for the whole area.  Legwaila suggested that there should be at least two tractors in each village to encourage more farmers to plough.
