It is impossible to be completely impartial and all of us are subject to biases. Most importantly we all think most of the time that we are right and other people are wrong. I am a good driver, it is everyone else who is useless on the road. I am a much better parent that the other parents I know. I work harder than my colleagues. I bet most of us have felt these things at least occasionally.
The truth is more complicated. None of us is free from error, we are all wrong sometimes and we all make mistakes. Yes, even me.
Whilst celebrating milestones in inclusivity, with notably P5 billion awarded to vulnerable groups, the report sounds a 'siren' on a dangerous and growing trend: the ballooning use of micro-procurement. That this method, designed for small-scale, efficient purchases, now accounts for a staggering 25% (P8 billion) of total procurement value is not a sign of agility, but a 'red flag'.
