The pivot of Christian John Makgala's first novel, The Dixie Medicine Man, is Dr Leroy. The novel's protagonist is a liberal Caucasian medical doctor from Mississippi. He is also a Vietnam War veteran repulsed by racially motivated violence in Mississippi. Life in his hometown becomes intolerable when he not only gets involved with the Civil Rights Movement but also when he starts seeing an African-American lover. It is in the face of this uncomfortable set of circumstances that he "opts to come to Africa to help the people" (p.32).
Whilst celebrating milestones in inclusivity, with notably P5 billion awarded to vulnerable groups, the report sounds a 'siren' on a dangerous and growing trend: the ballooning use of micro-procurement.
