Why is there delay on transport permit allocation?

The burning issue at hand is issuing of the permits to folks who are enthusiastic to run transport business. I am losing patience with this department because they do not serve us accordingly as I much I expect them to do.

For those who are not versed about what I am talking about, beginning of this year, I went to transport department in BBS to apply for a permit to run a transport business, but I was told that, they have closed until further notice.
