Where is good governance in our public schools?

Something is amiss and some remedial measures ought to be undertaken to return the situation to normalcy. The Revised National Policy on Education, Botswana's education road map singled out centralization of power as a stumbling block to good governance and efficiency. The Revised National Policy on Education advocated a decentralised system of governance as the surest way of enhancing effective management of education system and maintenance of quality.

True to the spirit and letter of the Revised National Policy on Education the Teaching Service Management embarked on a process of devolving some of its powers and administrative functions to regional structures. For instance, issues like Leave, maternity Leave, confirmation, progression and promotion of teachers up to the post of senior teacher grade I are processed and finalized at the regions. This is a welcome development and the new dispensation is paying dividends.  The winds of exchange in education were predicated upon a desire to nurture and entrench a new culture of power sharing, at all levels- schools included.
