In order to maintain inflation, the Minister of Finance and Development Planning, Honourable Baledzi Gaolathe, argued in his budget speech recently that the government can only offer salary increase of 6 percent to the public sector.
The problem with this act is that it creates a gravely imbalance among the workers across- the-board. This kind of salary increment simply implies that the rich should get richer and the poor should become poorer. As one politician said, "the salary increase will allow the Minister of Lands and Housing to authorise Botswana Housing Corporation to increase rentals, while other ministries will increase their charges for water, electricity, public transport fees, licence renewal and so on ."
This movement easily tells that ordinary people are the ones that are most hit while top civil servants are not affected, hence they are aptly referred to as, "top dogs" or "fat cats."
