UB frustrates staff on study leave

I have been on study leave at the University of Cape Town for just over 2 years. The number of days between payments of two consecutive stipends in all these years has ranged from a minimum of 59 days to a maximum of 112 days.

The agreement between UB and staff members on study leave is that stipends are paid on quarterly basis which would logically make 903 days between the payment of two consecutive stipends. The actual range of payment of stipends is offset from the logical range of payment of stipends by a minimum of -31 days and a maximum of 22 days. Unless the agreement between UB and staff members meant uneven quarterly basis, such a range between payments of stipends is unbearable and not acceptable. It is equivalent to putting your head in a temperature of 100 C and then putting it in a temperature of -30 C and arguing that on average you are fine.

This strange way of payment has always been questioned by many staff members on study leave in various countries as quoted;
