Parliament should not cripple the executive?

Although one cannot query demands by the legislature it is imperative that for democracy to thrive, parliament should guard against crippling the executive.

The recent calls by Boyce Sebetela on simplicity in drafting bills is an indication that the in Botswana the legislature enjoys executive oversight. Kokorwe belief that parliament should be given more powers and autonomy from the office of the president brings a twist to the two centers of power namely Executive and the Legislature. This is against the backdrop of discomfort caused by the executive decision to proceed with privitisation of Air Botswana against the Parliamentary motion to halt the transaction, automatic succession debacle, security bill debate and the bill for declaration of assets. By the time President Festus Mogae leaves office, the citizenry public trust in government would have been undermined by major school fees debacle, privitisation without legislation, and a decade of spin-doctor denialism. The challenge is how could his successor Ian Khama, mobilize the people's energies once again in pursuit of his party goals?

The debate about the need for the executive to delegate to parliament many of its assumed power is of interest to the civil society. Ian Khama's aim should be to rebuild the public trust in government that is necessary if a party is to realize ambitious social and political goals. By ostentatiously sharing a executive's power may be viewed by some as a way to rebuild public trust. Some within BDP are already lobbying President Mogae's  successor to use his ascension to the state presidency to relauch Parliament.
