Open letter to Minister of Labour and Home Affairs

From our open letter to the Minister in Charge of Refugees here in Botswana published in your newspaper early these year on fundamental international protection issues, we are glad to register our appreciation on the substantive issue of granting the 1975 Angolan refugees Citizenship and effectively the issuing of Omang to them.

Some are fully enjoying their citizenship and even employed in Government institutions. We have to appreciate the improved accessibility of field officers since the departure of some field officers on the ground.  However, as the year ends, some issues remain unresolved, namely:

*The Namibians who worn their extradition case are still languishing in detention without any prospects to end their long and painful incarceration.  Yet under Botswana law, they are supposed to be free men.
*The 480 "rejected" refugees that the Botswana government gave temporary asylum for more than five years are still in legal limbo as their fate is still to be determined.
*The refugee Identity cards are not fully foolproof and are largely unacceptable as authentic identification documents.  Financial institutions and other bodies never recognise them.
*Considerable Number of Medical cases duly referred by Botswana Medical-professionals for treatment out of Botswana remains for years unresolved. Editor, Sir/Madam and interested stake-holders, we refugees have to sincerely appreciate the government's action on granting some of the refugees citizenship, however, a great lot of them are in retirement age as it took 30years to have the benefit of Citizenship and might further require housing and other related local integration packages.
