Obtaining a license is tedious

Where are the vigilant people? Where are the proactive people? Where are the councillors? Where is the licensing committee?

I have never known that the business community suffers a lot due to some of the out-dated laws still practiced by most of our councils. We don't need somebody from the moon to come and show us how awkward some of our licensing laws are because even a primary school child can see. When one applies for a license to run a business he is expected to go through a tedious long boring process, he is expected to bring the whole world with him in order to be issued with a licence, the process is too long and some of the requirements need to be revisited.

Transferring or moving a business to the another location should not be treated like a new application, that's my argument; this does not only discourage people to continue running businesses but could increase a number of illegal business in this country. What is frustrating and surprising is the customer records are already with that particular council since when applying for a new license files were opened. It is disturbing to give a blind eye to long distance traveling i.e. somebody who owns a business in Palapye is expected to go to Serowe to pay for publication to be placed in the Government gazette (P80) yet the council has a revenue office in Palapye. Why can't they collect the money on behalf of the Printing office in Serowe than to expect their customers to go to Serowe.
