Lefhoko's motion is spot on

The motion presented by Honourable Duke Lefhoko calling for the establishment of a citizen economic empowerment policy is indeed a welcome development. It is encouraging that this follows soon after one (motion) by Hon Sebetela which requested government to "....develop a national citizen contractors' skill/capacity rating system to guide procurement preference schemes in Central Government, Local Government, Parastatals and other organisations funded through Government in pursuit of citizen economic empowerment, as well as a national non-citizen contractors' physical presence rating system to deal with briefcase establishment".

The two motions implemented together can definitely create an enabling environment for citizen economic empowerment.

In discussing and finally implementing the motion, MPs must ensure that citizen economic empowerment is clearly defined and that it is not replaced by xenophobia.   The concept of citizen economic empowerment has long been discussed in Botswana with no proper action taken.
