Khama's 'muddling through' politics

Our democracy and national planning process are in a state of flux. Uncertainty abounds. Since April 1, this country has been bombarded with all manner of presidential directives unprecedented in this republic.

Orders and threats are issued with abandon. Parliament is ignored on major decisions involving huge sums of money. The presidential initiatives announced with palpable unilateralism, pay very little attention to the 2008/2009 budget passed by parliament.

National Development Plan 9 has become just another document as it hardly guides development planning. Vision 2016, a collective blue-print for development of Botswana has given way to the 4Ds, which are for all intents and purposes a personal construction for the Khama presidency. The Civil Service is bashed and abused from all angles by the presidency and the ministers, in most cases for the failure of BDP policies. Security of tenure is pinned on the whims of individuals. Assistant Ministers threaten public officials with dismissal in Kgotla meetings. This is untidy! The integrity of our institutions is certainly receiving some battering.
