Kgatleng not against condoms

Kgatleng District Council (KDC) would like clarify to the general public that neither its decision nor bye law of the council that condoms, toilet paper and smokers' requistes should not be sold in bars.

The leadership of the council learned of these unfortunate situation through the media. While the council cannot absolve itself from the action of its officers it should nonetheless be noted that bye law enforcement officers of the council narrowly interpreted the Liquor Act of 2003, act 9 of 2004 section 39, and acted without the expressed authority of the council nor followed the established processes of the council in dealing with issues of this nature as they could have advised accordinly.

To this end KDC would like to make it explicitly clear that it had not authorised anyone to stop the sale of condoms or any related items in bars. It would be irresponsible of the council given the challenges of the HIV/AIDS epidemic that it would impede or curtail distribution of condoms.
