''Not This Time - Effective Implementation Of Teacher Transfer Policies"

This Issues reflects on the this year's experiences in the implementation of the Teacher Transfer Policy (TTP) and checks if the system is ready to do it better this time around.
The Ministry of Education and Skills Development (MoE&SD) implemented its TTP at the beginning of this year.

More problems than were anticipated marred the system. The budget used during the teacher transfer exercise (transfer allowances, personal transportation claims, government expenditure on vehicles, personal allowances on drivers and telephone expenditure to discuss problems related to this TTP implementation) was extraordinarily large. The time wasted was a serious managerial problem. For example, delays in teachers' collection and movement, wasted teachers' traveling time between their duty stations and Teaching Services Management (TSM) offices negotiating over problems emanating from TTP implementation, were all the order of the day.
