A 1975 Ministry of Agriculture report summarized the findings of five years of integrated research into cattle production and the rangelands, and recommended improvements - all boiled down (after all that time) to internal fencing, disease control, and water supply - which it also claimed, if implemented, could double productivity.

This recommendation was of course not new. Many authorities had referred to the necessity for enclosure. An FAO pasture research specialist stated that: "Botswana's veld is sick from neglect and exploitation".
