Hoisting facts above feelings

In effective management systems that describe good governance, we are all encouraged and admonished to respect first the persons and their feelings, and next the manifest facts. Never should facts be carelessly and harmfully hoisted above feeling, - above persons, even if they expressed profound truths that may be selectively important to the moment. Try this at a get together dinner with your friends: "Do you know why you will never know your real father?

"It's because I understand your mother was a sex worker before she was reformed and became a born-again Christian". 

Feelings are paramount everywhere. In-fact, as people, we are feeling, thinking, and acting beings all at once. And all technocrats know this as they too have feelings that they don't want compromised. By the same token, if one technocrat erred in one respect or another, they may not have their noses rubbed in dirt by their colleagues. The key word in all administrative and policy issues is collective responsibility. For example, if Lizo Ngcongco were to have erred concerning the extent of roles and powers of Parliament vis--vis the Executive, he necessarily would not have acted alone. He would have as indeed he did consult with the rest of the team at Chambers for him to represent their views, and sought clearance to be granted that delegated authority to pronounce for the entire team at the Attorney General's Chambers regarding the issue in Parliament on the privatisation of Air Botswana. In that case, Ngcongco's pronouncement ceases to be his, but has become the voice and content matter of the collective decision of the establishment, the Attorney General and the Attorney General's Chambers of which he is a functionary. He would not have dreamed up his private views and opinions and passed them as the general principle that defines the true position and fact reference of the national judicial establishment.
