Can Risk Management aid CEDA projects?

CEDA should not be blamed for finding itself in such a situation. We all know that CEDA is not in the business of selling oranges! CEDA is about funding different types of projects over a period of time, and in any such undertaking it is inevitable that threats will arise that affect funded projects. As I see it, risks associated with projects are many and varied - the service and retailing sectors have a large share of their own risks which by the way are not limited to pure risks.

For example, I once had a plan to form an insurance broking firm. Market research revealed barriers to entry set up by those already established in the market.
