Why flog a dead horse? - Mogalakwe

The current parliament debate on the need for the House to be independent from the presidency is akin to flogging a dead horse, says University of Botswana academic Dr Monageng Mogalakwe.

"As early as March 1988, Parliament passed a motion that urged government to take steps that would ensure Parliament becomes independent of the Office of the President (OP). Nearly 14 years later, in 2003, the then Speaker of Parliament, Matlapeng Ray Molomo commissioned a study on the independence of the House. The study is available and covers virtually all the issues that Members of Parliament keep bringing up. One would have hoped that the MPs would simply table the study report to Parliament. Instead they are dealing with the subject as if it is a new one," he said.

"In fact, I met with former Speaker Molomo to understand why the report appeared to have been ignored and he told me that only MPs can table the report for debate and adoption," Mogalakwe said.
