What's in Mogae's last Parly speech?

President Festus Mogae will be making his last opening of parliament speech on Monday 5th November 5, 2007, at a time when the country is experiencing the worst crime wave in years. The address will be broadcast live on Botswana Television and on plasma screens erected at major shopping centers, Princess Marina Hospital and the maximum security state prison in Gaborone.

According to police statistics 458 people have gone missing, 190 murders were recorded, 1, 598 armed robberies, 386 deaths in road accidents, 1,150 rape cases and 393 motor theft cases recorded since January this year. These figures represent a significant increase from last year's record despite the President's warning last year. 

"There can be no doubt that the growing tendency towards criminal acts such as the killing of women, rapes, armed robberies and other violent crimes, is a blemish that is uncharacteristic of us as a people. The growing lack of respect for the sanctity of human life is a deeply disturbing development that has to be arrested through the collective intervention of the whole nation as a whole," Mogae said in his 2006 speech.
