'Unregistered' company gets P700,000 govt tender

Mystery surrounds the awarding of a P700,000 contract to a foreign company with no trading licence by a government department last year. At the time the South African company - Guild Combination - was awarded the tender it did not have a trading licence. It only managed to get one a month later.

A director at the government department has been suspended (she is in her second month of suspension) after she signed the contract without the legal advice of the chief state counsel at the Attorney-General's Chambers. The AG office is tasked with the scrutinising and signing of government contracts.

However, after an uproar from within the department, the director made a decision to terminate the contract. Despite this, the director granted the company P838,500 as termination of contract fee without consultation with the AG or the tender committee.
