Sub-council struggles to collect revenue

The Chairman of Molepolole Administrative Authority/Lentsweletau Sub-Council, Jeffrey Sibisibi, says collecting revenue for services rendered is a challenging undertaking in the area.

According to Sibisibi last year they collected only P270,206 of an estimated budget of P802,400 for trade licences. He attributed this to the introduction of indefinite licenses whereby clients now pay only 25 percent of the original fee.Furthermore, the sub council managed to collect only P178,361.99 of an estimated P400,000 as sewerage fees. "It should however be noted that this service has since been transferred to Water Utilities Corporation."The sub council has collected P956,772.50 of an estimated P1,5 million from the sale of 383 cattle and 30 small stock.

"This was due to the fact that matimela collection campaign was carried out in Kweneng South and Kweneng Central leaving out east and northern regions," Sibisibi explained. He further told the council that performance during the past three quarters of the financial year has been hampered by limited financial resources. "The implementation of our planned activities had to be revisited due to unforeseen and critical concerns," he said. He also explained that a total of P8,046,267 had to be redirected to settle outstanding personal emoluments for the conversion of former industrial class employees to permanent status. This also included early exit packages and payment of outstanding invoices for provision of water to Water Utilities Corporation in the Mogoditshane/Thamaga Sub District. Sibisibi said that this move adversely affected the provision of roads maintenance services, security and fleet management.
