"I have also realised that promotions in the council are not done on merit but on who you socialise with. When you socialise with someone who is not influential, you are not likely to be promoted.

Some of our colleagues have been promoted within a short space of time because they socialise with the right people," he alleged.
The employee, who did not mince his words, claimed that there was an officer within the council who often reports for work drunk. He stated that the officer was not even scared of disciplinary action that might be taken against him "because he feels protected".

He pointed out the need for a forensic audit of all council departments and also called on the assistant minister to set up a commission to investigate the entire council.
