Siele unpacks Local Govt Bill

The Minister of Local Government, Peter Siele addressed councillors on the proposed Local Government Bill No. 13 of 2011 at the Gaborone City Council yesterday.

He said the bill combines the town council law and village council law. The bill provides for the establishment of councils, subordinate authorities, declaration of townships and conferment of city status.

In the current legislation, the establishment of districts is made through a statutory instrument, whereas the establishment of subordinate authorities is done through administrative arrangement. Siele explained that the proposed Bill is contrary to the current law, which prohibits that a place within any administrative district can be declared a township. "The clause eight provides for declaring any place within any administrative district to be a township. This is contrary to the current law which prohibits this, unless such a place is for mineral development."
