In a savingram written on August 3, 2011, the head of the civil service expressed concern that despite heads of ministries and government agencies being told to guard against it, it appears "no such measures were put in place or where they were put in place, there is no monitoring," he said.  Molale has warned that the Public Service Act precludes government officers from divulging information obtained whilst under government employ unless if ordered to do so by law or their superiors.

He has since ordered permanent secretaries to ensure that civil servants receive a declaration form committing that they will not divulge information without authorisation. In his savingram, Molale said this will help guard against leakage of information.
