"The death penalty is a form of punishment provided for in our law, and sanctioned by the Constitution. Our independent judges may decide to impose it in appropriate cases. When they have done so, the President may exercise mercy under Section 53 of the Constitution, should he wish to do so.
Both the President and judges have sworn to uphold the law and the Constitution, and their personal views on a particular form of punishment do not therefore come into the picture," Ramsay said.
