PPADB boss warns on conflict of interest

Government agencies have been advised to guard against issues of conflict of interest when sourcing consultancy services.

Speaking at a capacity building workshop for Procuring Entities (PE) Public Procurement and Asset Disposal Board (PPADB) executive, Ishmael Joseph noted that it is easier to overlook issues of conflict. He said this is common in situations where PEs require the same consultants that made the recommendations to implement them. "The tendency is that PEs usually recommend that the same consultants implement their own recommendations...it is therefore my utmost belief that the presentation on procurement of consultancy services and that on development of Invitation To Tender (ITT) will specifically address these issues to an extent that from here, we will be able to avoid these mistakes and hence minimise delays in the procurement process," he said.

The workshop sought to enhance the understanding of effective public procurement through presentations covering legal and regulatory framework, preparation of bid documents using the Standardised Bidding Package, evaluation processes and contract management.
