Parliamentary counsel replaced

A few days after Lizo Ngcongco was fired as parliamentary counsel, a replacement has been brought in.

Stella Moroka, who used to work at the Attorney General's Chambers, has been deployed to the National Assembly as parliamentary counsel. She replaces Ngcongco, the first holder of the post when it was created in November 2005. A parliamentary counsel is a lawyer based at the National Assembly. His main work is drafting government bills to be tabled in Parliament.

In the British system, parliamentary counsels draft orders and other subordinate legislation when specially instructed. They review subordinate legislation, which amends primary legislation. They advise the government on legal, parliamentary and constitutional questions falling within their special experience.
