Parley Passes Empowerment Motion

Parliament has passed a motion requesting government to establish a policy on Citizen Economic Empowerment (CEE) as a matter of urgency. The motion was passed on Friday despite the fact that the mover Duke Lefhoko, was not in Parliament. The Shoshong MP is on a SADC trip to Angola with his Mahalapye East counterpart Botlogile Tshireletso and other regional legislators.

The debate on the motion was on its fourth week and a majority of MPs supported it saying that the economy of Botswana is in the hands of foreigners.  Only MP for Letlhakeng East Gordon Mokgwathi was skeptical saying that such motions have failed in the past. During debate, other MPs were not certain whether the motion will be implemented saying that it is going to gather dust at Government Enclave like it happened with others.

On Friday MP for Kgatleng East, Isaac Mabiletsa called for the review of Public Procurement and Asset Disposal Board (PPADB) Act saying that it is not friendly to CEE.  He said that PPADB Act does not bind government to favour local companies in tenders they qualify for because any company can get advertised jobs. He said that well- established foreign companies compete with local ones that are still growing and whose chances of winning tenders are very low.
