Objectives of the salaries review commission

The overall objective of this exercise is "to improve competitiveness of Public Service salaries and conditions of service in order to support and facilitate attraction, motivation and retention of suitable manpower with critical, scarce and business imperative skills needed to provide effective and efficient service".

Terms of reference
The specific terms of reference for the commission are "to review the conditions of service including salary scales, allowances and fringe benefits for the public service as a whole, including the judicial service, the Botswana Police Service, the Botswana Defence Force, the Local Government Service, the Teaching Service, the Land Board Service, Botswana Prisons Service, Botswana Local Police, the industrial employees, trial administration, Dikgosi and Dikgosana.

 
l To determine how conditions of service in Botswana compare with practices elsewhere, by benchmarking locally, regionally and internationally.
To recommend appropriate salary scales and fringe benefits for the public service leadership commensurate with levels of accountability and responsibility.
l To recommend appropriate retention strategies for employees with critical, scarce and business imperative skills vis-a-vis those of their counterparts in the para-statal organisations, the private sector and regionally.
Where necessary, to commission mini-studies or consultancies to facilitate its deliberations.
