NDB CEO overstepped her mandate - claim

Sources at National Development Bank (NDB) are blaming the bank Chief Executive Officer (CEO) Lorato Morapedi for overstepping her mandate when she spent thousands of Pula on an advert on an American television station.

They said Morapedi did not follow the procurement process when about P250,000 was invested towards the advert that was flighted on Fox News. They feel this was purely motivated by self-interest and extravagance. According to NDB insiders, the bank has a marketing budget of a little over a million, therefore spending a quarter of a million Pula on the advert that is not only a direct campaign should not have been a decision made solely by the CEO.

"The structure of the procurement process clearly shows the delegation authority and specifically that advertising is a marketing function, the department will normally motivate for such," said the sources. They also charged that NDB is also not mandated to promote privatisation to international investors. "The privatisation process is spearheaded by Public Enterprises Evaluation and Privatisation Agency (PEEPA), therefore due diligence or even promoting of the transaction remains under the mandate of PEEPA, not NDB. There is even a communication plan that deals with advertising of privatisation, and PEEPA has been provided with a budget to facilitate this."
