No explanation was availed during the proceedings. When quizzed later, the chairman of Ntlo ya Dikgosi, Kgosi Puso Gaborone, said the House has a responsibility to rearrange the questions in the order paper as it suit them. "The House can rearrange the question for the reasons known to the chairman and discuss them later," Kgosi Puso said.
About eight questions were directed at the Ministry of Local Government and could not be entertained as the minister concerned was unavailable.
