Ministers says fraudsters operate parallel government

The group has almost all official documents and stamps which they use to process visas, trading licences, work and residence permits among other things at a price. The fraudsters go by the name Magumaguma, which literally refers to scavengers.
They are said to live around the Ramokgwebana border where they sell official Botswana documents to all sorts of people, from illegal immigrants to visa seekers. In a press conference yesterday, Labour and Home Affairs Minister, Peter Siele said that the group is engaged in highly sophisticated operations.
