Minister ambushes MPs on security bill again

The debate on the Intelligence and Security Services Bill was suspended for three days yesterday because the Minister of Justice, Defence and Security, Phandu Skelemani was on a presidential trip to Zambia. The development comes a few days after Skelemani refused a suspension request from opposition MPs.

The MPs wanted more time to suggest amendments to the bill and walked out when their request was rejected on Monday. Skelemani rejected the request saying that there was no time to suspend the proceedings since the bill needs to be dealt with urgently.
At a press conference yesterday, opposition MPs lamented how Skelemani betrayed them last week.

They said that the minister announced that there would be an all-party caucus to discuss amendments to the controversial bill only to make an about-turn within hours. "Please be informed that the all-party caucus which has been scheduled for Tuesday 24th July has been cancelled until further notice.  Honourable Members will be notified of a rescheduled date.  We apologise for the inconvenience," reads a correspondence from the Clerk of the National Assembly to MPs.
