Lock them up

Member of Parliament (MP) for Selebi-Phikwe West, Gilson Saleshando, has called on the Directorate on Corruption and Economic Crime (DCEC) to investigate suspended Minister of Defence, Justice and Security Ndelu Seretse, Permanent Secretary to the President Eric Molale and Director General of Intelligence and Security (DIS), Isaac Kgosi.

In fact, he said that they should be locked up for a few days as is the usual practice in criminal matters like corruption and misappropriation of public funds. Citing a record of correspondence between the officers at Ministry of Finance and Development Planning, Ministry of Defence, Justice and Security and Senior Private Secretary to the Vice-President, Saleshando argued that a prima facie case against them had been established.

A member of the parliamentary Public Accounts Committee, Saleshando was commenting on the transfer of over P30 million from the Disaster Relief Fund to establish DIS on separate dates between 2007 and 2009. The Minister for Presidential Affairs and Public Administration, Mokgweetsi Masisi, made a public apology on the matter in February this year. However, Saleshando said that the officers acted ultravires, and emphasised that the law should take its course.  He said that as soon as the House is done with debating the two reports for 2007/2008 and 2008/2009 financial years, the DCEC should step in and carry out investigations on a possible case of corruption. He said that the funds were transferred into a department that accounts to nobody, and this has contributed to government exceeding the ceiling of 40 percent expenditure of gross domestic product (GDP) going up to 46 percent during 2009. "This transfer of funds was unlawful because the officers acted outside what the law prescribes and they should face the music," he said.
