Lean Justice goes mean on expenditure

Following financial challenges facing the Administration of Justice (AoJ) department, the Deputy Registrar and Master of the High Court has issued immediate orders to contain spending.

According to a November 17, 2011 staff memorandum signed by Deputy Registrar and Master of High Court Galesiti Baruti, staff have been ordered to immediately stop any training of whatever type or duration, workshops and seminars of whatever type or duration and any official travel requiring imprest or the payment of out of duty stations.Baruti is also concerned that there is over-expenditure within the department and that, "Due to this problem, the organisation has continuously been requested to address queries by the Public Accounts Committee and the Auditor General".

He added that the current records of expenditure show that some stations have made unauthorised expenditures contrary to financial instructions.In terms of Financial Instructions 304 (b), Baruti stated that such unauthorised expenditure may be subject to surcharge action in accordance with Section 39 of the Finance and Audit Act.
